The easiest and guaranteed way to get better flasks is by purchasing them from merchants like Renly, Luna, and Finn, whom you come across in towns. Do note that these vendors love to ask a hefty sum for these items so you are better off going with the other method of finding Healing and Mana Flasks.

Much like every other loot in Path of Exile 2, enemies and chests drop flasks; hence, it’s a luck-based item. The more enemies you kill, the more chances you have of finding better flasks. As alluded to before, the way to “upgrade” Healing and Mana Flask is similar to other items in Path of Exile 2. You can use items like Orbs of Transmutation to change any flask’s rarity and transform them into magic or rare flasks with additional modifiers and effects. If the flask is a Magic (Blue) item, you can use the Orbs of Augmentation to give them new modifiers, although they are random.
