Master Blacksmith – Hattori
You can find this Master Blacksmith just north of the Port Side gate in Novigrad City. To unlock this vendor, you first need to complete this associated quest, which is a Level 24 side quest called “Of Swords and Dumplings”.
He should be your priority Blacksmith during the early and mid-game as he offers the best rates and items in the base game.
Skillige
You will visit Skillige after you’ve been through Novigrad and leveled up a bit. This region houses some pretty vicious monsters and is quite wealthy as well, due to the castles and forces in the region.
Journeyman Blacksmith – Kaer Trolde

Lazare Lafargue – Grandmaster
You can find this vendor in Beauclair City; the capital of Toussaint. He has set up shop towards the northern side of the Nilfguardian Sign Post. You will have to complete his side quest to promote him to the rank of Grandmaster and increase the quality of his wares. He is the best weapon vendor in The Witcher 3.
Journeyman Blacksmith – Tourney Grounds
Another very able Blacksmith you can find in the Tourney Grounds of Toussaint. This vendor does not offer good as Lazare but if money is sort of an issue for you, then you can rely on his services. He will offer you decent rates for your weapons.
Journeyman Blacksmith – Arthach Palace Ruins
Go to the northern side of Toussaint until you locate the ruins of a palace. This small establishment has a grinding stone and a Blacksmith also works nearby.
You need to kill all the bandits in the area during the side quest “Knights for Hire” for the Blacksmith to spawn and start his work. His rates and goods are also top quality and can be sold on any weapon you have on you.
