Pass through the waterfall, and you will come across an area spacious enough that you can keep your dinos safely.
The way this place is built seems safe enough, and it can get pretty hard for enemies to invade as they will have to pass through the water.
The other factor that makes it a great base location is that you can get your hands on a good amount of resources which will make it convenient for you to breed your dinosaurs.

2. Ragnarok Castle (21-40)

The area around the castle is kinda swampy, but it is rich in resources such as you can see metal in that area which will significantly assist you in building the base. It is also a safe place as anyone who will try to raid will not be able to climb those, so they will probably have to look for another way to reach you.
Speaking of the castle, there is also a bridge attached to it which is not in good condition, but you can rebuild it again to use it in your favor. You can set traps on the bridge so invaders may get into it while trying to raid you.

3. Highland Waterfall Cave (17-80)
As you go in the way of the stream, you will see a waterfall, and right behind it will be the cave with a grassy surface. It is another best base location for PVE or PVP, and the waterfall covers the entrance.
Besides this, it is a fully secure place as there is only one entrance, so you don’t have to be stressed about getting a raid from another side. It provides good space to keep your dinos and take care of them.
As you move out, there will be meadows and a big bay, which makes it an appropriate place for water dinosaurs, and they will face no threat here.
Considering the resources, you can get metal quickly from around, but for the wood, you will have to cover distances as it will not be available around you.

7. The Highland Lighthouse Cavern (22-86)

This base location is good for both PVE & PVP. It is on the volcanic coast, and the entrance is at the bottom. You can identify the area through the black lava rocks covering the large surface in that area.
The cave is flanked by lava falls. But there are rocky areas where you can build the base, and if you really like such surroundings, then you will like this spot. Also, there are many crystals you can collect from here.
10. The Ragnarok Jungle Caverns (17.3 – 33.8)
This base location is nearby the blue obelisk, so keeping this in your mind can be helpful while finding this area. It is an open cave area with water flowing below it,
And it is quite large and spacious for you to keep your dinos and other stuff. This cave has multiple entrances, and the amazing part is that one entrance leads you to the forest, from where you can accumulate the required resources.
You will have to be cautious due to these entrances as invaders can get in there, but still, the trees outside the cave make it hard for outsiders to spot it.
Once again, you will get an ample amount of metal here, or you can look in the areas around to get the other resources. This cave is big enough to keep the giant dinos.
